canada, not been a socialist country, has
accomplished to establish a health system
called
MEDIcaRE, which has a coverage for
all the medical needs of its
resident
citizens, including the resident immigrants,
been completely financed by the public
treasure, which comes from all the canadian
provinces, and from the Federal Government;
which, looking after the uniform functioning
of the health system all over the country,
has incorporated principles such as public
management, integrity, universality,
accessibility and portability.
These are the principles that allow the
immigrant residents to
access health
services, such as the ones that a native
canadian receives, meaning, without any type
of discrimination and keeping it valid, even
when he or she moves inside or out of
canada.

as soon as he or she arrives to the canadian
territory, the immigrant must register in
the health system; after three months he or
she will be able to enjoy all the benefits,
this means that while the mentioned time
passes by, it is necessary that he or she
obtains a private insurance.
|
Therefore, the main requirement to access to
the
canadian public health system is having
the Permanent Residency, which allows the
immigrant to obtain the Health card.
Now, the costs of the health care in this
health system are not free, because it
covers the treatments that are considered
strictly necessary; however, the medicines
of the prescription for the treatment must
be paid, which forces canadians and / or
permanent residents to look for coverage for
their need for medicines through private
insurances.
These characteristics, which are from the
canadian health system, force the
canadian
migratory authorities to be extremely
careful when selecting immigrants, applying
medical examinations performed by the
embassies. This does not eliminate the
possibility of giving away visas to appliers
with pre – existent diseases such as HIV –
aIDS or diabetes, or other chronic and / or
contagious diseases; but they do try to
avoid giving visas to people with those
precedents, due to the high cost that that
medical care implies and to the impact it
would have in the mentioned system.

but not everything that shines is gold;
because in the canadian health care system,
been better than the american one, reflects
a series of issues, such as the incredibly
long wait lists. This happens because, the
treatment starts with the attention of
general doctors (who are not authorized for
specialized treatments) as a first attention
phase, which in then translated into a
reference phase, when necessary, to
specialized offices and / or hospitals; also,
because of the amount of people that use the
health care system.
Every canadian citizen (as well as the
permanent residents) in order to access to
some job, must necessarily get a Social
Insurance Number, which will allow them to
access to benefits such as Employment
insurance for accidents at work, pensions
plan for retired people, Social assistance
Insurance, which are destined to support
those who are in unemployment periods and to
access retirement pensions.
To obtain the Social Insurance Number, the
permanent resident has to present the
Landing Immigrant and the time of the
procedure fluctuates between three and six
weeks. It is advised to memorize the number
and keep the card at home, because it is
only necessary to know the code, due to the
fact that it does not constitute an
identification bond.
Summing it up, getting a Health card and the
Social Insurance Number will allow the
permanent immigrant to access to job
opportunities, to the public health system
and to the canadian social security; all of
them, benefits that only a first class
society can provide, a society that is aware
of the needs of the immigrants in its
territory.
